"हम एक-दूसरे के प्रतिद्वंद्वी हैं। हम एक-दूसरे को पसंद नहीं करते। हमें एक-दूसरे का भय है। हम एक-दूसरे पर नियंत्रण चाहते हैं। हम एक-दूसरे की भूमि पर कब्जा करने की इच्छा रखते हैं। हम एक-दूसरे की संपत्ति के प्रति आसक्त हैं। लेकिन फिर भी, हम एक-दूसरे से लड़ना पसंद नहीं करते। क्योंकि हम दोनों जानते हैं कि युद्ध हमारी प्रजा को नुकसान पहुँचाएगा, हमारी भूमि को बंजर कर देगा, हमारी शक्ति को नष्ट कर देगा और हमारी समृद्धि और धन को कम कर देगा। साथ ही, हम दोनों जानते हैं कि भूमि को ठीक से विनियमित और प्रबंधित करने के लिए हमें एक-दूसरे की आवश्यकता है।
अतः, मेरी यह अपेक्षा है कि हम उन धूर्तों और षड्यंत्रकारियों को उनका उचित 'प्रतिफल' (दंड) दें, जो हमें छलने का प्रयास करेंगे या हमारे साम्राज्यों के बीच कलह का बीज बोना चाहेंगे।"
